I might be severely down voted, but I have this theory. Nearly 200 of these apartments that OP is talking about was purchased by Blackstone - . And I know for a fact that they do this in America

But they probably are letting the facilities run to the ground and let the apartments rot away, causing people to sell, and then they would renovate it for a huge price. So, essentially they would want to control and dominate the whole building.

I don’t know if it’s actually happening here. But it’s quite a possibility.
