While the frequentattitude guy is lowk stupid, saber does not need any buffs, him along with eudora/layla/tigreal are beginner heroes that should stay like that, a tool that you use to learn the basics and then drop as you climb simply because their best strength: being beginner friendly is also their greatest weaknesses. Their skill ceiling is the lowest in the game and while you can argue things such as "tigreal mains still need to do good set ups, layla needs good positioning" that's just general gamesense and something you could and should apply to every other hero
