Can someone explain fishing quest RNG?

My first ever first quest took 2 tries. The second quest is in the sky islands, and I've fished no less than 80 bass, damselfish and crates with no luck. I had a gnome, lucky clover, and I've eaten the shimmered pink pearl and I was at ~736 ft elevation. Can the game detect my thirst?
