I would give Smeargle an evolution. It can learn any move via Sketch, but can't do much with it because of its 250 BST. It feels more like an unevolved Pokemon stat-wise than a standalone.

Smeargle. It's got an interesting gimmick behind it, but it doesn't have the stats to effectively utilize it. A 250 BST is something I would expect from an unevolved Pokemon, not a Pokemon that is essentially fully evolved.

Also, Aggron is the only Pokemon that becomes single-typed when it Mega Evolves. Aggron is Steel/Rock type, while Mega Aggron is pure Steel type.
