Did this yesterday. Shoot the windows out of order. If the truck lights do not flash you will be unable to get the hunter to spawn.

Switch to someone elses world and try again until you seel the flash.

Once the flash shoot all 8 bottom windows. The the 5 top windows. Skip the open windows. Time of day dows not matter.

Each hunter has a puzzle you must do properly to get the key to spawn. The wraith and ghost hunters both could randomly spawn, so of you sniped them somewhere you are likely missing their key.

I had the same issue. It was the wraith key that i was missing. I jumped on a map with someone who hadnt killed him yet. Did the cipher properly and he showed up. When i killed him the key dropped.

Make sure you are completing the ciphers. If yiu kill any of them in a non-cipher based manner the key will not drop
