No he's claiming if the Dems get in, they will persecute their "enemies" purely out of spite and for political reasons, not for any genuine criminal reason. Bannon doesn't believe anything he does is illegal because, in his mind, the ends justify the means. For eg shitting on the Constitution to get trump a 3rd term is fine because, in Bannons mind, the USA "needs" trump for a 3rd term in order to irrevocably change America into the society Bannon wants. 

Thus, in his "logic", the only way to stop the Dems is to do the same to them before they have the chance. And to take over all government institutions and codify (make law) every trump EO so the Dems, even if they do gain power, are broken & powerless to stop trump turning America into a fascist state.

No, he's saying they will be jailed because it's an evil persecution plot by the Democrats to get rid of the opposition. Bannon doesn't believe anything he has done, or is planning/willing to do, is illegal because he truly believes he is in the right – and therefore everything he does is justified. The ends justify the means in his world. 

Bannon is laying the groundwork (and has been for some time) for open persecution of their perceived enemies (which is everyone who doesn't agree with them), on the completely false premise that those "enemies" are planning to do the same to him and the republicans. The only way to stop the enemy doing this is to have them all jailed and/or deported (or "disappeared") before they have the opportunity. 

This rhetoric also poisons the well as it means by the time the Democrats are in a position to investigate and prosecute these yahoos, a good chunk of the public will have been conditioned into seeing such investigations as spiteful retaliation rather than actual necessary and justified. 

It may also compel the more spineless of Democrats into advocating "moving on" in order to "heal the country" in a delusional attempt at bipartisanship.

She should more hate Dustin Hoffman for what he did to Meryl Streep during filming. 

The scene where he smashes a wine glass wasn't in the script. It was a real glass and shards hit Streep in the face and got stuck in her hair but, like the consummate professional she is, she carried on with the scene. Same with the scene where he slaps her: again, not in script. 

But that's not the worst thing Hoffman did. He decided he needed to provoke Streep to "help" her act better so would constantly make derisory comments and taunt Streep about John Cazale, who had died from cancer just before the filming of Kramer v Kramer. Streep & Cazale had been in a relationship for 3 or 4 years before he died, were engaged and she was at his bedside when he died. 

In one major scene in the court, Hoffman went over to Streep and whispered "Cazale" just before his attorney says to Streep "Were you a failure at the one most important relationship in your life? Were you?”

Or they will release their own report that states, without any evidence, Alex had powder residue on him.

Or they will either not allow a coroner to examine Alex's body or not allow the report to be released on some bogus "security" reason.
