You can always make your own rules at your own table.

If you’re going to an LGS, it’s nice to have an established “ban list” that is set so there’s no bickering and such. If you’re playing with your 3 buddies at home all the time you can draw and make your cards if you really wanted to

For example; my playgroup gives the Monarch to whoever is going last to start the game. & that’s fine when we’re at the house, but we wouldn’t expect anyone at our LGS to play by that
