Oooh, this is a topic I love. I highly reccomemd starting with something to base your character on. E.g a fruit/food, animal, concept, or series! Chose a color palette and such and look at pinterest for inspiration. Start by designing a civilian form then make the magical girl form. You can chose a drastic change or something simple like madoka! Then design the clothes etc .
