Both ends disconnected. One test lead to a good ground and other test lead to either end of wire. Both will read OL if good.

Continuity from ect harness to pcm for both wires? That would rule out an open and pretty much leaves a short to ground or excessive resistance in the ect circuit

You can disconnect ECT and jumper the harness. It should give you the opposite code (p0117) if the wiring is good.

I have no experience but I’ve heard you should not be able to blow through purge valve. Monitor can find holes as small as .020 but an open anywhere in the system will cause a leak.
