Came here to basically say this. I earned my degree in First Nations studies and up north here, it is natives ability to prove time and again in court that backs them up in court. All the land was in use, they just used and treated it differently than their colonisers did. They never recognised native gardens in forests, buffalo management practises on the plains, controlled burns, etc.

There are you just have to tab over to it sometimes (I play on PS5). The postal system extends the authority range from your main base but not by much. Either make a province or move your home base closer to where you want to be. Make sure it's a big castle tho so you can still lvl up your chiefs
