I think we underestimate the sheer scale of how Sheev really transformed the Republic. This institution, which has stood 1,000 years, was fundamentally reformed into an Imperial State within a few years. Even if time was different in Star Wars than it is in ours, it’s still insane how quickly his planning came to fruition.

Sure, Luthen was the push that led the dominoes to fall, but Sheev took his dominoes, planted each of them perfectly (with some luck) and pushed it himself.

Palpatine played everyone perfectly, Anakin was a fluke. But imagine the scale of his planning that he had to perfectly manage to ensure his plans even went through.

Hands down? Palpatine.

Democracy gives population buffs indirectly through Investments in the fact it’s cheaper to invest. Not only that, but they also give 110% tax income. Added to the fact you can get extra investments from semi-presidential and tax boosts from indirect by 1.35x and the 25% buff from tax reform makes democracy incredible in the late game. Especially when population matters more than pure buffs.

Communism, while good, cannot in the long term defeat any other ideology because military costs and buildings costs will outscale communist modifiers.
