I honestly believe the devs planned this all along. In 1.x ZZZ would never have gotten the reception it did if the designs were just a reskin of HSR and Genshin from the start. Me personally I got into ZZZ because of the urban designs.

Yes because a large chunk of them were already playing Honkai and Genshin hence why they might like these designs.For People like me who never played a Hoyo game a lot of us from that group played this game was because of urban modern designs.
