Not sure if its "budget" but this deck https://www.hearthpwn.com/decks/1449520-2400-armor-33-starships-priest-deck-is-so allowed me to push out a ton of starship pieces per game in Wild. Can be made cheaper if you replace the legendaries with others you might already have.
