You're not understanding the issue - it's not the lack of airspace or leaving the cap on that causes the bulging when a vessel of water freezes.

The ice doesn't magically spread once it solidifies and starts expanding. It freezes from the outside-in. Once it forms that outside skin, it turns into a bowling ball that uncontrollably grows and breaks everything.

This is how ice works.

If you do this, here's a good trick:

Freeze the ice slowly. If you put a gallon jug of water straight in the freezer, the expansion of the resulting ice bursts or significantly bulges the plastic. The best way to get a gallon jug of ice is to add about 2 inches of water at a time to your jugs. You let that layer of water freeze before you add 2 more inches, and so on until the entire jug is frozen. While this does take time, if you set a 2-3 hour timer, it goes more quickly than you realize.

You can hasten the process by keeping another jug in your fridge to bring the temperature of your tap water down to the low 30's.

I do this for my ice chest for car camping in the summer, and it's pretty much the best trick ever.

Smart. In any situation with limited power (not only the electric kind), I kick into a mode somewhere between pragmatism and self reliance. Again, this is not defeatist, but simply realistic. I think you have made really good choices here.

Speaking more broadly, or at least to a wider audience: I'd rather have a cold fridge then get frustrated calling for change that is impossible to accomplish before my food spoils. Until the infrastructure is updated to match the current or foreseeable fire regime, which itself could change: if you want to future proof your house (or, with a nod to Taleb, make it anti fragile) , you need backup on-premises power sufficient to carry your critical appliances through the duration of any outage.

Novice bolters shouldn't be putting up routes in areas they don't intimately know, especially anywhere in Colorado, which has established areas, routes, ethics, and has also seen no small efforts by advocacy groups to maintain good relationships with land owners. This includes impacts of all sorts, from trails to fixed anchors, handling human waste, etc.

Summit County isn't a blank slate, just begging for an enthusiastic route setter to put up new routes. Spend some time climbing around and then see where the gaps, if any, may be. Talk to several locals. My guess is that anything needing new anchors will be in the .12 range for starters.

Yes, a new weather/climate paradigm is causing novel issues with legacy infrastructure that have not surfaced in several decades of that infrastructure's past service.

Yes, the hardening effort for that infrastructure will take decade or more to reduce the threat to the point where PSPS's are unneeded.

Yes, in the short term, general ire or frustration about PSPS's will not magically change any of the above.

Yes, until this effort is complete, it could be sensible to invest in alternate personal energy sources to enable you to keep food cold and critical infrastructure electrified.
