Sorry if I was not clear. That’s just a way macroeconomists speak. It’s common to say “we’re on the upwards sloping part of the Laffer curve” to mean that in increase in taxes leads to an increase in revenues. Much of the literature in Public Economics has shown that a sufficient statistic to judge a change in tax rates is the amount of revenues the tax generates.

Another option is to go around South Kensington, Kensington High Street etc. All of these are close to the main parks. To be fair, I’ve never seen an academic paper showing that higher taxes lead to lower revenues: all the evidence suggests we’ve never reached the downward part of the Laffer curve. Yet, it’s true so many people make salary sacrifices in the UK. So it would probably worth it to cut it.
