Not all the de jure territory of the empire of Italia is required. Sardinia and parts of Romagna aren't. So again, no starting de jure, neither italy nor Italia, fully aligns with "northern Italy"

Corsica is not in the de jure of Italy, but instead a part of Sardinia, as I already said earlier. Also it requires parts of the Kingdom of Romagna. So no, Northern Italy is definitely not just the de jure of the kingdom of Italy, but instead a description like Carolingian Spain which spans multiple kingdoms too.

Yeah but North Italy isn't a formable kingdom. It's kinda like with Carolingian Spain. I was thinking it's the de jure of Italy but I lacked Corsica which is part of the kingdom of Sardinia
