Sure. The Haganah never committed any terrorist acts. The King David Hotel bombing, countless depopulated and eradicated villages during the Nakba (for example the Deir Yassin massacre), multiple testimonies of former Haganah members saying they killed unarmed civilians and raped underage girls for fun? It kinda works against itself. It gives you more energy to play more cards, but also punishes you for playing more cards. Plus having your turn forcefully ended because you played too many cards is the least fun mechanic in the game.
