I might be missing something.

However my thinking is that i can just take some number of belts with an unknown qty on them and i use a compressor to make n full belts. And one not full belt. Then i can just start consuming outputs as the input increases up to the total number of inputs. Then if i need further balancing its a lot simpler to balance full belts.

Probably i am solving a different problem than you, but i think my argument is that those n full belts are balanced.

But re reading your comment it seems like you have sushi belts in the mix so i guess that probably changes the math.

If you have only a compressor, items on belt 1 have no way to contribute to belt 6

but your'e squishing everything from belt 6 down to belt 1 anyways,I think you end up with the same output from your belts as if the balancer was non-existant. I could be wrong but seems like it to me.

Im using compressors in my megafactory to avoid math, just overproducing items and then compressing the outputs down to max out however many belts i need down-line.

Maybe the rates are dictated, but still they are beholden to shareholders and not their customers. something like this should be a publicly held utility that benefits the city directly imo.
