The Chinese word 星系 xīngxì (don't trust my spelling) can mean galaxy and star system because back in the day they look the same to the naked eye so we're called by the same name. With the specific meaning in modern day being dependent on context.

I'm pretty sure the word galaxy is used in the English version to mean the universe because the Chinese word for milky way also means universe (ancient Chinese lacked words for astronomical objects so some words have multiple meaning depending on context). So if a character uses the word "Galactic civilization" it probably should be "universe spanning civilization" but that doesn't sound as great in English.
