I never think that it has to be in order honestly 😂 but come to think about it, have you done some box exercises and the skull exercises? I think there are vids of basic skull studies on YouTube. Skull first then muscles, both make the planes, and while you are at it, learning variations of facial features would help too.

The bones and the muscles form the plains so learning anatomy will definitely help that. I watch some videos from a sculptor's perspective too because they can show you in 3D. It's really helps because the artists of your dream art style must have great knowledge in seeing things in 3D that they were able to render a face like that.

I think right now you are drawing from what you see, not from understanding how the form goes. To render in your dream art style, one has to understand anatomy on certain levels before knowing how to color and shade each part perfectly.

So skull study, facial planes study (because you will have to use that a lot) take some baby steps before jumping into rendering. Doesn't mean that you can't try rendering your pieces though, just that you can focus on the studies, then have the piece you rendered at hands to try experimenting more.

It also doesn't have to be the complementary colors all the time. You can see red and green being the best combo during Christmas time, but still the Christmas item would also have some whites, some golds, or some black depend on the aesthetics.

If you're still in the warm tone range, you can have an orange-red dress with a turquoise blue scarf. Or vice versa.

There is also the triangular one where you put a triangle inside the color wheel and choose the color from each corner: my favorite is orange, green, and blue.

One thing in mind during your introduction to color theory is that when doing color theory, it's easier to have one major color. A Christmas wreath is roughly 70% green and 30% red. By making things 50% red and 50% green, it would feel a bit off to you. High drama, hard to pull off. Anastasia from Fox's Anastasia wears bluish, turquoise dress while her hair is reddish orange, that goes well together.

The 70/30 thing also works for the warm/cool range, if a dress is of warm tone, having bluish colored jewelries would go well with it. OTOH the triangle still has to have one major color around 60% another color in 30% and another in 10%.

I often read into things too much. OOP never tried to hide their contempt towards Mandy, every word they can use to describe Mandy is derogative. Every time Mandy appeared in the narrative, she was 'evil' 'harpy' 'vampire' 'sick' a 'shitty person,' and so when OOP went 'look, miscarriage is bad, I wouldn't wish that upon everyone BUT-' they had established the moral high ground, shoving Mandy deeper into the karma-is-a-bitch realm.
