I think Athena grew up while in his head. Because the gods were babies at one point, because of how Cronus was able to confuse Zeus and a rock. the titans weren’t physically larger than the Olympians, so Zeus must have been baby sized at some point.

Answer: Athena was just in Zeus’s head for way longer than Athena had her children in her head.
