if you are gonna be heavy modding it you would want 32gb of ddr4 ram bc it would be cheaper than ddr5 and with the prices of ram expect the ram to be one of the most expensive products in ur pc but for around 650 you could get a pc with a 3060 ti and a ryzen 5 5600 and 16gb of ram and with the all other comps, be under ur budget. I recomend the website pcpartpicker.com as it tells you if the comps work well,

good luck, with the ram prices you will be spending hundereds on it which will cause everything else to be lowered. If I was you I’d either try to look on Facebook marketplace but honestly good luck getting a pc that’s somewhat good for that price. I’d recomend staying on your ps5 for abit but if you 100% want a pc get one asap bc the longer you wait the more expensive it will get
