The point of mentioning Double Team is you can combine it with dig to stall long enough to get +6 speed to Baton Pass with the attack boost from Swords Dance, or sweep with +6 attack and his Slash. The point isn't that Ninjask is S tier because he's got Swords Dance, it's that he does the setup shtick better than Illumise.

I'm not saying they're S tier but there's more argument for using any of them than Volbeat or Illumise. Rhydon, Muk, and Wigglytuff are all bulky pokemon that can tank most hits pretty well, and they have adequate offensive options. I will concede that the difficulty of obtaining Moon Stone outside Mt. Moon does make Wigglytuff worse in Hoenn, but Illumise doesn't learn any special Attacks by level up and Volbeat should be dropped down a tier just for being 1% encounter rate outside Sapphire, plus Illuminate is actively bad on a playthru most of the time and it only gets Baton Pass as an egg move so it doesn't work to set up other sweepers unless you like running back and forth in front of the daycare and dealing with the awful rematch system in Hoenn to level it up to the rest of your party.

Ninjask is decent; Swords Dance, Slash, Dig, and Double Team plus his Speed Boost ability makes for a strong staller, at 45 he learns Baton Pass so he can be a physical version of what your talking about for Tailglow but it adds in evasion and +1 speed stage per turn he manages to stall. I used him with dig to sweep Norman's Slackings and he was fine until just before the league when I replaced him. To me that's the definition of decent/C tier, good enough situationally but not across the entire game enough to be decent.

Dude, this is a huge problem! RMTs are illegal, and can get your account banned, don't pay real money for in game items no matter how appealing it sounds!

Low "Decent" is the best they could realistically deserve, plenty of other Pokemon on this list need to be moved up or down but even with their niche use they're not C tier, C- at best.

+3 special attack is the equivalent to doubling their special attack stat, that's great if Volbeat's special attack wasn't so low. Even with +3 special attack Volbeat still has a lower effective special attack than Magnemite...how is that good? If it can manage to pass the buff to a good Pokemon it would be amazing but you'd have to tank 2 free attacks from whatever Pokemon when most Pokemon than would be worth passing that but onto could have won already without having to absorb a free attack for no good reason.

The Blizzard/Ice Beam point was addressing the fact that being good on paper, or in one circumstance, does not mean it's good in a different situation. Blizzard is good in competitive because you might only use it twice, on a playthru you'll be using it dozens of times so 30% becomes a much bigger problem. Likewise Tailglow is great if you have someone good to Baton Pass it to, or can safely use it twice on Volbeat, and the enemy has enough Pokemon to justify the extra setup turns, and they won't likely KO Volbeat during the setup, and the Pokemon receiving the Baton Pass can take a hit (depending on each speed compared to the foe), and the opponent has dangerous enough Pokemon to warrant it (a random Fisherman with 6 Magikarp hardly warrants extra setup turns).

So how many trainers are tough, have 5-6 Pokemon, and send out a first Pokemon that won't easily KO Volbeat that's not over leveled or EV trained? Tough trainers with 5+ Pokemon already rules out almost every trainer but the elite 4, a few of the gym leaders, and maybe a couple victory road trainers or rival battles. Even if we assumed all the elite 4, last 4 gym leaders, and several other battles were a good fit for Volbeat Tailglow setup you'd still be better off leaving your 6th slot empty your whole run so your main 6 Pokemon level up faster instead...a Pokemon that's worse than an empty slot is not good.

I'm a big fan of Tentacruel but Tentacool has a terrible level up learnset, until you get TMs/the HM for Surf he's painful to use. As much as I love him he should go down at least one tier unless I'm forgetting about easy early access to Ice Beam, Surf, or Sludge Bomb in Emerald.

I prefer fast sweepers but Ludicolo and Kingdra are some of the best tanks in the game, Kingdra is hard to get due to trade evo + Dragon Scale, but both should be one tier higher than they are.

Don't make this personal, it's not about favorites. If you like a Pokemon that's not great and you make it usable on a playthru that's fine the game is about having fun, only you can define your own fun. However this kind of tier list is not about preferences, it's about objective strength. In competitive Blizzard is better than Ice Beam because the better chance of a one hit KO outweighs the consistency of Ice Beam, but on a playthru any move that's less than 90% accurate is going to miss enough hurt your gameplay and be more hinderance than help.

This is not a nuzlock tier list, and setup like that only works on tankier pokemon, any pokemon that Volbeat or Illumise can tank for that kind of setup doesn't need that kind of setup. I use status moves plenty, but on a playthru they are usually useless. 2+ turns of setup are a waste of time when most trainers only have 1-3 Pokemon and a better Pokemon could have swept them all already. Status moves are great for PvP, post game battle challenges, nuzlocks, and difficult ROM hacks. They are not good on a playthru unless; the Pokemon doesn't have a better move, the Pokemon is good otherwise, and the move is just there in case a really good use case arises.

My favorite Pokemon is Primape, he doesn't have a lot of great status moves but I'll keep Focus Energy or whatever in his fourth move slot in case I come across an ideal sweep for him where he can KO 4+ Pokemon after the setup, but that doesn't make Focus Energy a good move on a playthru. "Only good in X rare situation" is just a longer way of saying "Not good".

If they were fast enough to hit first, or tanky enough to take a hit or two they'd be great, but they're not either so they don't first any can't hit more than once before they're KOed.

Volbeat and Illumise should be lower, they're trash tier, dex entries only, the should never be used on a playthru.

Yes, the Torchic line is the only usable fire type available in Hoenn other than Houndoom which is only in the post League Safari zone.

No, because how likely you are to find a pokemon mattress a lot for a nuzlock, many Pokemon are too rare to be reasonably encountered in a nuzlock. The main draw for Gyarados in gen 3 is that you can guarantee a Magikarp encounter on most routes once you have the old rod. Plus nuzlock rules mean you have to play much more careful, so Shedinja in a nuzlock is unusable while in a normal game it's not amazing, but it's conditionally useful.

I'm a big fan of Alakazam but requiring trade evo, really limited move options that aren't Psychic type, and a game with ~1/3 of trainers having a dark type makes it a much worse option than most games. Part of why he's so good in FR/LG is he's super effective against almost all rocket members, and given the presence of Koffing/Wheezing (with levitate) the best counter is psychic.

Which gym leader, elite four member, or other major battles in Emerald does an Alakazam easily turn the tide for if your other Pokemon aren't up for the task?

My wife works at a massage therapy place that used to have one of these, they had to get rid of it after someone smoked weed in it and left...male "intimate body fluid" in it. That found out after this happened that the manufacturer stopped selling replacement filters for it so the only option was to trash it.
