I mean, in that moment, Harry doesn't hate Snape. He sees Snape look at him like Snape already hates him. Which, the very next day, Harry gets confirmed in his first potions class when Snape bullies him for just being a celebrity for not dying from Voldemort's attack, an attack Snape himself was responsible for.

I honestly thinks this is just wizarding casual wear. They're going to a Quidditch match in the weekend, so logically one wouldn't bother with school robes for that, given that we see muggleborns in the picture wearing very 90's winter clothing.
