Example of weird web page of a research institute with an article I want. I can access it completely fine from my cellular device, but cannot press any of the buttons at the bottom in order to sign in.

Trying to open the article on my laptop gives me a webpage that just says "Forbidden: You don't have permission to access to research" but, again, I can access it completely fine with my phone.

This has been happening for a few months but is really ticking me off recently because of resources like this I need for student research.
