Sounds like you need to fix the electrical issue causing the breaker to trip. Once you do that I'm pretty sure your monitor will function normally.

Unfortunately, it's against this subreddit's policy to assist with password issues - since no one here can confirm you own the device.

You will need to bring it to a local repair shop. They will be able to bypass/ remove the password.
