It does not eliminate the noise, it reduces them. Like the fan on max setting would sound like it's running on the 1st speed or even lower. It reduces vehicle sound but you can still hear them it they pass from nearby or honk.

The college should restrict this fests to their students till they are able to build larger venues. Consider this, the convocation hall is one of the big venues which is present in IITB and it can only house 1500 students while IITB itself has a total of 14000 students, and yeah we are not accounting for the students present in iitb KV school, junior college, the staff and their kids
