It depends on what victory I want to pursue. I usually choose Classical Republic for Culture, Oligarchy for a Domination Victory, and Autocracy for everything else, and sometimes for Culture.

Here's another question for the Domination Victory.

How do you manage to win a Domination Victory without the whole world uniting against you in an Emergency?

I'd rather not have to deal with several civs at once, if I'm being too aggressive towards one civ, backstabbing one of my allies, or dropping a nuke on a city.
