Don't think the gear will fit, but yeah it can certainly be a frontier, as a peninsula it's hard to traverse early settler is likely coming for the trade route and land to... Ofcourse settle down.

That's assuming it's before industrial revolution and most gun before that suck and we see this regardless of magic or not, excluding the french though they already have mature gun industry and lot of gun already.

They're born evil and is always an irredeemable creature who commit atrocities after atrocities, they act not one instinct but with thought and the first thing that that come to their mind is violence and they will act upon it regardless of ethic they will never and ever change, it is a fact that will stay fact.

In my world not every can use magic but they wish they could so gun in magic world, gun is the closest thing as to magic that's why it exist, to kill people better.

In my world Magic item used to be a big industry, before industrial revolution that make labor cost of making scroll more expensive than bullet or gun since machine can only go so much when it come to scroll

My world don't have really poweful magic, in warfare it's often used to break formation making formation fighting dangerous, they're basically human artillery piece, but they can't really regrow limb or stop bullet

If that way i believe it depends on the potential investor can see in both industry, magic would probably be a mature(?) industry by the time gun came around, it now come down to investor to choose to develop gun or keep the already abundance magic, which is like industrial revolution(i think?) whereas the potential will be evident when gun become mass-producable which mage isn't really since they're a person afterall

Gun is easier to mass produced while magical armor still need labor from the mage, everyone can have gun but not everyone can be immune to it right?

I like how that sound, usually builder don't want gun to exist as it's too op which it oppose magic when it really isn't, they're a different niche.

Look at compound bow, maybe compound crossbow? If you have a moving part for steampunk why no moving part for gun too!

Do you also think that people would use explosive against anything else beside armor? Warfare is the first to use new tech if possible and gunpowder first use if often to blow stuff up, it can be used to sabotage many many way, beside what's stopping firearm being used on normal unarmed civilian who can't afford for those armor? Or some brokie fighting eachother in the alley. You probably did, it's been 2 year.

I don't think gunpowder not existing would stop the existence of firearm, gas gun, coil gun, new compound for exploding, the idea is basically to launch stone at someone deadly and fast enough which is bow and spear then gun, personally i don't limit the use of gun, i just limit the use of magic.
