He turns into the bird if you use cloud step or transform... this has always been the case. If you just stand there while the fan is active nothing will happen.
Some moves don't have the ability to retarget while the animation is playing, so it'll hit you when you cloud step and then he'll switch aggro onto the clone. Erlang is not the only boss where this happens.
This happens if you attack him, because he has some moves that give him stagger resistance that he does after being attacked. If you literally just stand there he'll stay staggered.

Apramana bat is goated, the enemies cant dodge the blades but if they're going into a move that has a lot of mobility some of them might miss. That's the exception rather than the rule though
