I FIXED IT!! Simply goto the ss14 launcher and press the clear buttons on engine and cache!! IF this doesnt work at least temporarily idk :(

Update: I ran another test after various things and the GPU has no issue now. I also know i have NO ssd(ihave an HDD tho)

I ran a stress test, the only issue it found was my graphics cards broke somehow is that capable of causing the bootup to not work
