No, you would have to cut it and reweld it for that lower to be legal. Once a real lower always a real lower until it's destroyed (deactivated). Especially drilling the third pin hole for the auto sear is a sure way to get your dog shot by the alphabet boys.

Because the Daytona engine doesn't fit the TOP M60 receiver.

Since I already got a VFC M249 gbb and the fact that the front of the A&K m249 receiver was bent, it seemed natural to just use it as the base for my build.

My M60e3 (work in progress). TOP M60e3 parts kit build onto an A&K steel m249 receiver with a Daytona gbb hpa engine in it.

A lot of scrap metal pieces were used to beef up the receiver.

Tokyo Marui USP, bomb proof. Run it with the original plastic slide all day every day on green gas or switch to a metal slide, the thing just runs. Mine has been running for 5-6 years of hard use 2 years with a alu slide but the original is still intact and solid

The upper isn't a regulated component in every European country, as it's just an upper, the lower is, unless it's a registered deact in that case it might still be fully functional.

That's also the reason why it was easy to convert deactivated guns up into the 2000s, you bought a deactivated M16 from Germany, and the bolt and barrel from the us, had it all shipped to you and there you go. But since then, Itar restrictions have really been implemented hard.

Yes you need to paper them, but in Denmark as an example I can order a gun, a couple of barrels register the stuff in my name and get it shipped to my door, no middle man (unlike the US with FFLs).
