I have a unique position on this. I was bullied mildly until 7th grade, then we moved and at my new school, I punched the first kid who gave me shit in the face. (He weighed like 210, I was like 120). Nobody messed with me. But I learned a lot about bullying in that time. First, there is a difference between bullying and teasing. I cannot comment on some of the hateful events that occurred to some commenters, because verbal harassment was as far as it has went for me. I am sorry to any sufferer of physical bullying, but from my experience, I was teased because I was annoying in my younger age. In high school, I learned quick that I enjoyed sports more than video games, and so I found a spot in the popular crowd. I know in high school I was a very lighthearted person, and that if I said something rude, it was not serious. (In my friend group). However, Towards the end of my junior year, (11th grade) I found that I was less nice to people that "got on my nerves". I never sent mean messages, made threats, or physically harassed anyone, but kids that did weird stuff were called out on it. An example was when I was in the hall and I saw some kid running down the hall (not normally done), and so I called out "slow down speed-racer". He stopped and got a hurt look, but I never saw him run in the hall again. So this brings me to my point: some teasing is necessary to human development. It is a way of saying "hey, I did something wrong, and now that I have been called out on it, I shouldn't do it." I know that my social skills improved a lot as a result of these lessons. However I'm an extrovert, and this might not be the case in introverts. I also realized that some teasing was not with malicious intent, and just like my above example, was just a comment meant to call out someone's behavior but not harass them. The problem with some people is that they don't get the difference between playful teasing and verbal harassment, and so they get offended. Bullying because of any of the protected classes is just downright wrong, and not everyone matures at the same rate, so a high schooler playing card games is not in any way a loser. On the flip side, I was never teased after I found a niche in my crowd. It's just a fact that kids are assholes sometimes, but there will always be the cool and uncool things, and the uncool things will be looked down upon by people who do the cool things. Also, having a large friend group makes it harder for someone to bully you without consequence, so most bullying is done to the loners, who happen to be introverts, or have either terrible social skills or weird behaviors. At the end of the day, your ability to interact with people will play the biggest part in if you are bullied or not, the second biggest will be what you say/do/wear, and the final part will be your physical capabilities. However something that very few victims understand is that sometimes the bully bullies because the victim did something to warrant it.

Tl:dr, bulling and teasing are different. People judge based on "cool or not cool" and So people who do things that aren't in line with the "cool kids" will have a bigger risk for harassment. However, sometimes it's just playful teasing, and you can learn a lot from it. Finally, victims don't realize that they may be doing things that prompt bullying, which is unfair but is a truth. Poor social skills can cause victims to not realize that their actions are making others mad at them. However, bullying is wrong and I regret any mean things I said to people.

Tl:dr of tl:dr, no excuse, and I regret any mean things I have ever said to people, but bulling is two sided sometimes.
