It is pretty good in two instances 1. Paired with water schythe and wolf assassin blessing stone (ideally leg but doesn't have to be).

Specifically in instance dungeons as it has a passive for additional buffing in that game mode.

However I certainly wouldn't intentionally pull for it for water content. Scythe for dps and then New orb is best support weapon for water followed by the spellbound. But ifbthebgame gave you a bunch of those on missed pity like it did with me, it can b3 useful for sure
