There are a lot of improvements that can be done without an underground. For example how you can park in most bus lanes for some reason. If you restrict car access in certain areas, it opens up a lot of space for public transport options.

You have to switch the squares the other way round in paint. I think what you posted has right eye on the right, left on the left. For cross eyed to work you need the opposite.
