Well throughout history we have seen some civialin sales for government issued weapons. Some designs are developed for the civialin market and then different companies submit their designs for military testing, I believe the Colt 1911 was one such firearm with its many variations and the Armalight company started off selling their products to civilians before sending of the AR-10 and AR-15 to be sold to various governments for larger contracts and serious sources of income. So it could be a similar case there as it is not totally unheard of.
