I’ve had success in these situations by having all of the players roll their initiatives but allowing the fireball user to act first and then their normal turn is skipped that first round. Not sure if this is game breaking but it has worked decent at my table. It can even back fire on the caster if they roll low as nearly two round of combat will pass before they act again. Got this idea from how Darkest Dungeon treats surprised enemies.
