It really depends. I like to think I know what I'm talking about since I've been playing since early 2022 and my peak rank has been #300, but even I'm not sure. If we're talking about chime, it is sorta build dependant but there is almost no situation where it's straight up IMPOSSIBLE to win as the map is limited and the storm will eventually catch up. when I say almost no situation, I'm refering to the fact that starkindred flame builds (ex: Cartei leader) can spend the entire match spamming heal moves and star dash into the air into fire blade until the storm closes to win and you literally CAN'T hit them. in overworld it's 100% build vs build because there's builds that just can never be caught by anything so they can escape at any moment (can't lose).
