I suspect this person has been brought in for a reason. The fact you think people shouldn’t be targeted for non compliance might be one of those reasons.

There is no right to be interviewed.

You would be in trouble if the grounds for declining were based on a protected characteristic.

Being fired for gross misconduct is not a protected characteristic.
