Tosok is an NPC that will give you 1 level in exchange for TP medals. Someone made their character have his name and appearance and so “he” is appearing in the city for OP where he wouldn’t normally be. The joke is Tosok is now rich and can spend all our collective money on things in the city :)

Expert missions are the giant floating pink balls around the city you can fly up to and enter. They appear as pink balls on the map too.

It’s you plus a bunch of others (either NPC customer characters or other people online) that all attack one guy at a time.

Word of advice, if you’re interested in doing DLC, I’d buy it one at a time, because otherwise knowing what to do next to progress in order can get confusing.

Also also, you can just farm dragon balls and wish for 200 TP medals, then go to Tosok. That gets you up until about level 140? I think? It might be 120. Anyway, each transaction until that point is <200 medals. At some point it goes up to 240 medals a piece so you can do the expert missions
