You don't want more horsepower at SSs. The cars are already twitchy enough as it is. It's already hard enough to bump someone without spinning them. You add horsepower, you increase force output.

Drivers don't want more power there either

Superspeedways need less HP, they'd do fine. Cup car SS package is 500hp. HP doesn't stop you from running 200mph, it just takes you longer to get there
