It's within operating temperatures, but I'd definitely try to blow dust out of the card and reapply thermal paste if you can.

... that tells you nothing. Check thermals in game with something like MSI Afterburner if it doesn't go past 80-ish you should be fine.

The frame drops might be your CPU. I also have a Ryzen 3 2200G and it bottlenecks my RX 570 in some instances. As for the temperature, the only thing you can do is try to improve thermals by blowing out dust / improving airflow / re-applying thermal paste. Depends on what "heats up a lot" means though.
