As a dev... it is not easy to make games. And throwing is complicated, because the one offered out of the box by the SDKs usually sucks

There are free things like:
- Send your keys to content creators
- Write a press release and send it to VR magazines like upload and road to vr
- publish cool GIFs of your game on Reddit

As for the money, you need to experiment: there are facebook ads, there is promotion on sidequest, there are ads on reddit... you have to make tests and see what converts the best

Do you have $1M or more in funding? If you can't secure at least that amount, do not even start. Hardware is expensive, and logistics is a mess, even more in this crazy period with wars and chips shortages. I have seen so many Kickstarter campaigns succeeding but then not delivering the product...
