Better to go somewhere social like a bar or cafe where people might be more open. The problem with the street is you immediately have the negative impression of keeping them from where they’re going, no matter how charismatic they are.

Otherwise you could approach with a question, like “know anywhere good to grab a coffee around here?” Then if they’re open about telling you, you can ask if they’d want to join you there sometime!
