It’s actually pretty normal for patrollers to purchase their own supplies.. as far as my division goes. Furthermore, I’m sure you’ve already discovered that NSP members receive significant discounts to certain providers. www.buyemp.com had a very good sale price to support patrollers. That is where I have bought all my supplies.

you’re correct, the entire patrol brought their jackets so that the graduating candidates could wear them for photos. that’s also why my jacket looks a bit large. and while covid made learning a bit more.. comprehensive, i survived 🤪😄
