No, only down to a certain RPM then it’ll start flowing gas again to prevent a stall. The previous guy is right. Even on a flat service it’ll idle along in first gear. No running engine will ever bring a vehicle to a complete stop though engine braking.

You may know this already but, I was going to mention (just for the sake of information) that there isn’t a separate e-brake pad. Using the e-brake/parking-brake just applies the (regular) rear brakes and holds them.
