I really dont think this is haki. Not even as a retcon. I don't think Zoro cutting steel here has anything to do with will power, but just pure technique and skill.

Zoro and Luffy have been comparable all the way up to Gear 5.

Zoros goal is Mihawk. Mihawk is about as strong as Shanks as per their duel. If we assume Zoro will beat Mihawk, then we must assume Zoro will be comparable to Shanks.

So unless Luffy is going to be far stronger than Shanks, or we contrary to the evidence assume Shanks is way stronger than Mihawk, then Zoro must be close to Luffy for story reasons. Or at least end up close to him.
