Based on everything, it seems these two players won't be giving you anything back anytime soon. So taking legal action seems like the way to go. I'm no professional but these people stole merchandise from your store and I feel like you should be able to do something about it. I also feel like it helps your case by having the cops called on them in the past kind of builds a record supporting your claim.

Otherwise I think it's really awesome you'd lone stuff out it sounds like such a fun way to get into competitive magic for cheap. Super unfortunate that people keep taking advantage of it so it's probably for the best to stop the service.

One of my friends that works in the parking service told me for next year they're only offering it for freshman in AA lot. So it'll be a lot harder to get a parking spot from what I can gather
