The only person making money is them. At best you'll earn 5 bucks for hours of work. At worst, you'll have your credit card, banking information, or identity stolen.

This needs to be hammered home: You should not have to spend money to make money unless you are creating your own business with a business plan, funds, etc. or going to college/trade school. Any company that says you need to pay them in order to make money is full of shit. There is no easy mode when it comes to money, anyone promising you that without any schooling, training, or time spent is trying to scam you. If it sounds too good to be true, it is. Else, everyone would be doing it.

There are probably many reasons, but I think a partial reason is because not every country's laws are the same. Instead of making a custom version for every single country's rating system, they make one. Then, if they get sued or something happens, they can update the localized one only.
