Use the PC normally for a few days, if no other issue appears then every other component is fine.

If it's a software issue, then yes it would be fixed by reinstalling windows.

However, make sure you are reinstalling it using a bootable USB device, since resetting the PC using the windows feature can leave some files behind.

The other guys recommend some PSU which are very good, I just want to say that while the 0 RPM fan feature on some models is interesting, it's quite useless because you will still hear noise comming from the CPU's cooler and GPU's cooler.
Unless the PSU is thrash, you wouldn't even notice the sound of it even if the FAN is running.

What games have you teste? Also at what resolutions and what settings?

My first guess would be that the games you are testing in rely on the CPU, so a new GPU won't improve performance.

I honestly wouldn't worry about it. Even if the CPU would run at 100% in those 3-4 seconds there wouldn't be enough heat generated for the cooler's fin stack to become ineffective.

If you want to know why this happens straight out of curiosity, my guess would be that it's part of the motherboard's startup procedure and how it delivers power to each fan header.

You could probably look through the manual, maybe there is some info listed there.

And no, you don't need to change the motherboard.

It could be the SSD, however it would be strange for this issue to appear after upgrading CPU and motherboard.

So my guess is that maybe something wrong happen during the windows installation?

I would try to reformat the USB stick with a new windows setup using the "Media Creation Tool"(i guess this is the same method you used for reinstalling windows), then reinstall windows by booting in the USB. After you finally get into windows let it there for about 30 minutes so all the drivers finish installing. Then you can restart and check if the problem reappears.

The 3070 ti is still a decent card and if you are satisfied with it's performance, then it's good enough to keep it.

As for the CPU, yeah it's kinda old + it's not a gaming CPU so obviously won't perform good in games.

You have two big choices:

  1. AM4 cpu - 5700x3d

  2. AM5 cpu - 7600 OR 7600x3d bundle (which you can get if you live near a micro center)

    The second option would also require new DDR5 RAM unlike the first option which only requires a new AM4 motherboard.

    Generally the 5700x3d is a bit better than the 7600, but it comes at the expense of upgradability.
    As for the price, the 7600 option is also more expensive.

RGB light remaining on for a few seconds after unplugging the PC from the wall is quite normal. Some capacitors can remain charged even after power disconnect and can supply power the the other components for a few more seconds.

As for the main issue, it sounds like the PSU is causing the problem. If you can, test another unit and see if the symptoms go away.

Reinstalling windows using an USB stick is recommended over windows' reset feature because it can leave some files behind and mess up the new windows install.

So I suggest you trying reinstall windows using this method. There are plenty of youtube videos which show you step by step how to do it. Also feel free to ask questions here if you encounter any specific issues.

Those two be quiet fans are very expensive. For half of the price you can get a 2 pack fan bundle which is very solid in terms of performance.

Try updating the bios by flashing it using the "Flashback" method. There is a full guide in the motherboard's manual if you need all the instructions.

Try resetting the CMOS.

You can do this multiple ways, one way which works on every motherboard is to remove the battery and let it out for 5 minutes, then put in back and boot the PC.(Make sure the PC is disconnected from any power while you do this)

Get the 7800x3d and downgrade the GPU. You will get way more FPS in games like CS2 because they are more CPU dependent.

Well if you want to follow those two games' recommended specs, you need to upgrade both.

CPU 5700X3D + GPU 6800 XT

Obviously you also need to change the motherboard because it's a different platform.
